City halls serve as the central administrative buildings in a city or town. They house city council meetings and their affiliated departments including that of the mayor; additionally they stand as visible symbols of city governance.
Nine candidates have filed to run for three seats on the Raeford City Council: Cathy Brown, Jackie McLean, Ricky Sandy and Shelley Wilburn are among them.
City Hall
Raeford, North Carolina offers numerous amenities and services for its residents. Nestled within Hoke County, Raeford is bordered to its northeast by Rockfish Creek – an east-flowing tributary of Cape Fear River; while Toneys Creek drains southward as part of Lumber River-Pee Dee River-Waccamaw River watershed. Lumbee Guaranty Bank, Fidelity Bank and Branch Banking and Trust Company all operate within Raeford’s boundaries.
Raeford-Hoke County Schools system serves the town, as does its population of 21,426, as does Piney Grove Park and Rockfish Valley Forest Preserve for recreation purposes. Piney Grove Park hosts recreational events while Rockfish Valley Forest Preserve contains forest preserve. Furthermore, Piney Grove hosts its own college as well as numerous businesses like grocery stores, automotive centers, hardware stores and even an auto-parts warehouse – not forgetting schools and recreation facilities in general!
City elections in Raeford take place every two years to choose a mayor and council members, conducted by the County Board of Elections. Residents residing within city limits 30 days prior to election day may register and check their voting status at City Hall.
City Manager
As well as offering traditional municipal services, the City Manager also provides additional support to local businesses through assistance with licenses, property tax exemptions and incentives. He oversees zoning ordinances as well as industrial park developments while being accountable for public safety and emergency management in his role.
The City Manager works closely with the City Council to foster a safe and healthy community environment. He is available to address any issues that arise and is dedicated to serving public interests while optimizing utilization of city resources efficiently and effectively.
Raeford native Christopher McFadyen attended Hoke County High School before going on to receive his undergraduate degree in economics from Appalachian State University and law degree from Campbell University respectively. Today he works as senior partner at Willcox McFadyen Fields & Sutherland in Raeford.
The City Manager is elected every four years and acts as a liaison between the city and Hoke County Board of Elections, providing guidance to City Council and other city officials regarding policy and administration matters, while helping secure funding for various projects or initiatives that need funding, as well as promoting and coordinating volunteer opportunities among City employees. He is a member of Kiwanis and works on Fall Festival Board.
City Clerk
The city clerk is accountable for recording, preparing and filing documents for city council members; administering elections; overseeing financial administration in the city; serving as advisor to mayor and council members on financial issues. His/her role is integral to maintaining smooth operations of any community.
Raeford is located in central Hoke County at the confluence of Rockfish Creek and Toneys Creek, two east-flowing tributaries of Cape Fear River that form part of Lumber River-Pee Dee River-Waccamaw River watersheds. So far, nine individuals have applied; four Cathy Brown, Jackie McLean, Ricky Sandy and Shelley Wilburn have added their names to the ballot.
City Treasurer
Raeford is the county seat of Hoke County with approximately 25,000 residents and borders Fort Bragg to its north. Situated in eastern North Carolina, Raeford primarily relies on farming and service activities for economic prosperity. Situated near both Rockfish Creek (east) and Toneys Creek (south), Raeford makes for an excellent setting to raise families or join military families.
The city government offers its residents various services, including business licensing and registrations, accessing government information through the website and calling or emailing city hall for any inquiries or assistance they require.
Nine candidates have filed to run for three seats on the City Council. Johnny Boyles, Charles Tapp, Shirley Hart and Cathy Brown completed their paperwork during the initial week of filing; Jackie McLean, Ricky Sandy are among others who have filed paperwork so far.
The city’s tax office consists of two departments. The Tax Assessor’s Department is charged with listing, appraising and assessing property subject to ad valorem taxation; while the Collections Department handles real property and delinquent motor vehicle tax collections. They can also answer tax-related queries.
